Mr. Kelly has 28 years of public and private sector GIS experience at the County, Regional, and State levels and now serves as Director of NGCS State and Federal GIS Advocacy with Motorola Solutions. He has led and worked on numerous NENA NG9-1-1 standards development workgroups and since 2015 has served as NENA’s liaison to the National States Geographic Information Council (NSGIC). Mr. Kelly has assisted with and supports numerous State GIS data standards for NG9-1-1 transition and conformance. He is also currently a member of both APCO’s Standards Development Committee (SDC) and their SDC Technical Subcommittee. Mr. Kelly was awarded the 2019 Ron Cottingham Collaboration award from the Texas NENA Board.
