12 hour shifts and break policies

Our center just went to 12 hour shifts. Our current break policy is 10-12 minutes every 2 hours of work.
We are looking to have longer break periods, possibly 15-20 minutes but with longer time in-between.
We have two areas:  911 Operators ( 5 preferred staffing, usually 4, with 3 being critical ) and
                              Dispatch ( 11 preferred staffing, usually 10, with critical being 9 )

What I am looking for is how other departments utilize break periods.
How is the time managed (do other operators fill in for the person on break, or is the position left open)
Who records the time, how is it logged.
Do you have breaks, plus a lunch?
Is the lunch paid or unpaid?

Any other information that would help out would be appreciated.
