What is the general opinion of whether to allow or not allow usage in the center. We are a small center with 3 dispatchers on duty the majority of the time.

My agency treats cell phones the same way it treats other distractions in the communications center; they're allowed as long as they don't interfere with employees' job duties.

This is against Policy at my agency. Employees are to leave them in their mailboxes or vehicles which ever they prefer. They are not allowed in the Communications Room due to breaches of security and so forth with NCIC. Also they seem to be distracting to the job at times.
