Light whisper need help on telephone and radio's

The city is trying to accomodate an employee in the Police Records Division,  Who can only speak in a light whisper and can't be heard on the phone or radio by police officers out in the field during calls.  Has anyone come accross away to make this work?

accommodation is nice, but this is public safety. find this person another job that does not require this skill set or abilities. everyone will be happier (and safer).

Is she scared of the Microphone? Does she always talk like this, even away from work? If she doesn't then she is afraid of the microphone. If she talks this way all the time, then it is probably just the way her voice box is. OR it could be a confidence issue? As in confidence in life in general? I guess more info is needed before anyone can suggest help or how to help.
