My name is Jesse McCord, and I currently serve as an Emergency Communications Manager for the Memphis Police Department’s Emergency Communications Bureau. I’ve been with MPD since 2013, beginning as a Police Radio Dispatcher and Communications Training Officer before promoting into supervisory and management roles. Today, I lead a team of more than 40 personnel and oversee a wide range of operational, technical, and tactical functions within one of Tennessee’s largest 9-1-1 centers.
I hold multiple professional certifications including the APCO Registered Public-Safety Leader (RPL), NENA Emergency Number Professional (ENP), and I’m a graduate of the NENA Center Manager Certification Program (CMCP). I also completed the Naval Postgraduate School’s CHDS Emergence Program, where I created and implemented the Tactical Communications (TacCom) Team—an initiative that better integrates dispatchers into critical tactical operations. This program later earned me the 2024 Administrative Excellence Award.
I’m passionate about dispatcher development and recognition. I teach ICS/NIMS and diversity training to new hires, facilitate FEMA coursework, and serve as the West Tennessee TERT Coordinator. I also remain engaged with APCO and NENA, often speaking at conferences on topics like tactical communications, professional growth, and PSAP leadership.
Currently, I’m working toward a Bachelor’s degree in Business Administration with a concentration in Information Technology. Every step of my journey has been driven by a desire to serve, lead, and elevate the mission of emergency communications.
