Tom Ward serves as the First Vice President of Mid-Eastern APCO, representing public safety communications professionals across Maryland, Delaware and Washington, D.C. In 2025, he was appointed by Governor Wes Moore to a four-year term as APCO International's representative on the Maryland 9-1-1 Board, helping provide oversight of Maryland's 9-1-1 Trust Fund.
Professionally, Tom serves as an Emergency Communications Manager with the Frederick County Department of Emergency Communications. Located between Washington, D.C. and Baltimore, Frederick County is Maryland's fastest-growing jurisdiction, providing emergency communication services to a rapidly expanding and diverse community.
Tom is passionate about advancing the 9-1-1 profession through leadership, training, and collaboration, and is committed to fostering partnerships that strengthen public safety communications throughout the region.
